Since GPR is a function, not a definition,how should
the market be defined?

Abstract: The CFPB has asked the industry to define GPR, creating an inflection point for the industry as all regulations run the risk of unintended consequences and once the government creates a definition it rarely looks back. The problem is that prepaid cardholders find new uses for GPR cards faster than industry can recognize them!
